Call for admission of students enrolled in undergraduate studies in state and private dormitories in the Republic of North Macedonia for the academic year 2022/2023

Based on Article 55 paragraph 1 of the Law on Organization and Work of State Administration Bodies (“Official Gazette of the Republic of Macedonia” no. 58/00, 44/02, 82/08, 167/10 and 51/11 and Official Gazette of the Republic of Macedonia North Macedonia” No. 96/19 and 110/19), Article 24 of the Law on Student Standards (“Official Gazette of the Republic of Macedonia” No. 15/13, 120/13, 41/ 14, 146/15, 30/16, 178/16, 64/18 and 20/19 and “Official Gazette of the Republic of North Macedonia” number 124/19, 248/20 and 302/20), the Ministry of Education and Science announces:

Competition for the admission of students enrolled in undergraduate studies in state and private dormitories in the Republic of North Macedonia for the academic year 2022/2023

I.1. In the academic year 2022/2023, in the state and private student dormitories in the Republic of North Macedonia, full-time students enrolled in undergraduate studies from the first cycle of the public and private higher education institutions in the Republic of North Macedonia will be accepted, namely:

I.2 . The distribution of the total number of available places in the dormitories is carried out in the following way:
a) first group – 40% of the total number of available places in the dormitories are for students whose total income in the family is up to the net minimum wage established in the Republic of North Macedonia, and for students:

– children without parents and parental care,
– children with special needs,
– children of beneficiaries of social cash assistance and permanent cash assistance,
– children of a single parent,
– children of unemployed parents and
– children of beneficiaries of benefits based on termination of employment for business reasons.
b) The first group also includes students for whom the total income in the family is above the net minimum wage established in the Republic of North Macedonia, for students:
– children without parents and parental care,
– children with special needs,
– children of a single parent,
– children of unemployed parents
– children of benefit beneficiaries based on termination of employment for business reasons. 

c) Second group – 25% of the total number of available places in the dormitories are for students who have achieved particularly high success in learning.
d) Third group – 35% of the total number of available places in the dormitories are for full-time students enrolled in the first cycle of public and private universities and higher education institutions in the Republic of North Macedonia who do not belong to the groups from points a), b) and c) at this point.

I.3. Of the total number of available places in student dormitories, 20% are provided for students, who will be enrolled for the first time in the first cycle of public and private universities and higher education institutions in the Republic of North Macedonia.

II. ADMISSION REQUIREMENTS

II.1. Full-time students who are citizens of the Republic of North Macedonia and are studying outside their place of residence, and who are enrolled in undergraduate studies with a duration of:
– less than eight semesters, and have not repeated a study year, have the right to admission.
– eight semesters, and did not repeat more than one study year and
– over eight semesters, and did not repeat more than two study years;
II.2. Full-time students who are enrolled in public universities and higher education institutions in the Republic of North Macedonia and have been selected through contests, decisions, decisions, contracts, etc., have the right to admission to the state student dormitories. namely: government scholarship-students of Macedonian origin, students from abroad who study at universities and higher education institutions in the Republic of North Macedonia, students according to the CEEPUS program, students according to bilateral agreements and the like.
II.3. Students do not have the right to admission:
1. who violated the house order in the dormitory and for which an educational measure was imposed prohibiting them from using the services of the dormitory, for a time specified in the imposed educational measure,
2. enrolled for the second time as seniors, 
3. who have not settled their accommodation obligations to the homes for more than one month,
4. enrolled in postgraduate studies.

II.4 . Students who the Admissions Committee finds misuse of the received bed will be taken away from them and assigned to a student from the waiting list for the corresponding dormitory.

III. METHOD AND DEADLINE FOR REGISTRATION

Students applying for the competition should fill out an electronic application and upload the appropriate documentation to the internet portal http://e-uslugi.mon.gov.mk . Students may apply for admission to only one dormitory. The deadline for registration of students from the second year and above starts from 18.07.2022 and lasts until 05.08.2022. The deadline for registering students from the first year starts from 05.09.2022 and lasts until 16.09.2022. If, after the publication of the final lists of admitted students by dormitories, the accommodation facilities in a certain dorm remain unfilled, registration will continue until they are filled, but no later than 15.11.2022.

 

IV. REQUIRED DOCUMENTS FOR COMPETING FOR ACCOMMODATION
IV.1. REQUIRED DOCUMENTS


Students who apply for the competition should fill out an electronic application and upload the appropriate documentation to the internet portal 
http://e-uslugi.mon.gov.mk and that: 


. request;
2.  Confirmation of regularity during studies;
3. Certificate with the number of planned and passed exams from previous years;
4.  Certified form “UPPI”;
5.  Students enrolled for the first time in the 1st year must attach a copy of their high school diploma and a certificate of enrolled full-time studies (or another document confirming that they have been admitted to the faculty);
6.  Statement of the student’s family status, that is, his immediate family;
7. Applicants-students without parents and parental care (to have a certificate from a competent Center for Social Care, a certificate from the home where he was cared for or other appropriate documentation proving that they are children without parents) and students who are categorized as persons with special needs (to have a finding and opinion on the type and degree of disability in physical or mental development and specific needs issued by a competent institution, in accordance with the Rulebook for the assessment of the specific needs of persons with disabilities in physical or mental development) with which they will prove their status;
8. Statement on the use of the personal data of the candidate and his immediate family (parents-guardians, brothers, sisters), with which the candidate agrees that the Ministry of Education and Science, ex officio, will provide the necessary documents from certain institutions with which it has concluded cooperation agreements;
9.  Statement of identity of the data;
10. Statement from a parent – guardian for full settlement of the costs of accommodation and food in the home;
11.Receipts of earned salary of employed family members for the month of June 2022 or if no salary has been paid for this month, to submit a certification of the last paid salary (for parents-guardians employed in state and public institutions, to submit a certified salary certificate from an authorized authority, and for parents-guardians employed in private companies, a salary certificate as well as a certified declaration of salary receipt must be submitted); for the retired family members, a document for the amount of the pension check should be submitted; for divorced parents, proof of the divorce must be submitted and if the candidate receives alimony, it must be presented as monthly income, for social assistance beneficiaries, the last decision or last check must be attached, for disability, a doctor’s note must be attached,
12. The Ministry of Education and Science will officially, in accordance with signed cooperation agreements, provide the following documents:
– Certificate from the Administration for Public Revenues, for realized incomes on various grounds for the previous year (incomes from independent activity, incomes from performing agricultural activity, income from property and property rights, income from capital, capital gains, winnings from games of chance and other prize games, other income) for both parents-guardians of the candidate individually and for the candidate himself;
– Confirmation that the unemployed members of the immediate family are unemployed or receive/do not receive monetary compensation from the Employment Agency of the Republic of North Macedonia;
– Birth certificate for brother/sister under 6 years of age, as well as death certificate for a deceased parent from the Administration for Keeping Family Records;
– Certificate of citizenship of the Republic of North Macedonia from the Ministry of Internal Affairs.

Candidates will not be ranked if the attached documentation is:

–       Incomplete


IV.2. METHOD OF ELECTRONIC REGISTRATION


Students applying for the competition should fill out an electronic application and upload the appropriate documentation to the internet portal http://e-uslugi.mon.gov.mk .

Candidates-students without parents and parental care and students who are persons with special needs attach the documents under serial number 1, 2, 3, 4, 5, 6, 7, 8, 9 and 10. The above-mentioned documents are attached electronically, starting from 18.07.2022 to 05.08.2022, while students from the 1st year upload their documents starting from 05.09.2022 to 16.09.2022.


Candidates will not be ranked if the attached documentation is:

–       Incomplete

V. METHOD AND PROCEDURE FOR ADMISSION OF STUDENTS

V.1. The method and procedure for admission of students to student dormitories and other accommodation facilities, as well as the conditions for accommodation and food are regulated in accordance with the Law on student standards and the Rulebook on the method of admission of students to state student dormitories (“Official Gazette of the Republic of Macedonia” number 89/13, 98/13 and 130/16). In accordance with the regulations for the admission of students, success in secondary education, success during studies, regularity in studies and the family-material position of students are the basic elements for ranking and admission of students in student dormitories.
V.2. The final list for the admission of students from the second year and above will be published on 05.09.2022 on the bulletin boards in the student dormitories where the student applied and on the website of the Ministry. Objections to the results must be submitted electronically to the email address:  
[email protected]  within 5 days from the day the results were announced.

V.3 . The final list for the admission of 1st year students will be published on September 30, 2022 on the bulletin boards in the student dormitories where the student applied and on the website of the Ministry. An objection regarding the results should be submitted electronically to the email address:  [email protected]  within 5 days from the day of the announcement of the results.

V.4 . If the number of students, who meet the conditions according to the determined groups in chapter I.2 of this competition, is less than the anticipated number of beds, the vacant places will be filled in order with students who meet the conditions from the other groups.

V.5. If appropriate conditions are provided, the vacant places in the student dormitories will be able to be filled with students, according to the conditions of the competition for the admission of students to the public student dormitories in the Republic of North Macedonia for the academic year 2022 /2023.

 VI. ACCOMMODATION DEADLINES

The student moves into the dormitory starting from the day of the signed contract with the dormitory in which he was admitted, but no later than 10 days from the published final list
